Abstract

Throughout the twentieth century, much of the population in Latin America lacked access to social protection. Since the 1990s, however, social policy for millions of outsiders - rural, informal, and unemployed workers and dependents - has been expanded dramatically. Social Policy Expansion in Latin America shows that the critical factors driving expansion are electoral competition for the vote of outsiders and social mobilization for policy change. The balance of partisan power and the involvement of social movements in policy design explain cross-national variation in policy models, in terms of benefit levels, coverage, and civil society participation in implementation. The book draws on in-depth case studies of policy making in Argentina, Brazil, Chile, and Mexico over several administrations and across three policy areas: health care, pensions, and income support. Secondary case studies illustrate how the theory applies to other developing countries.

Abstract

"An overview of the economic development of and policies intended to combat poverty around the world"-- "While there is no denying that the world has made huge progress against absolute poverty over the last 200 years, until recent times the bulk of that progress had been made in wealthy countries only. The good news is that we have seen greater progress against poverty in the developing world in recent times-indeed, a faster pace of progress against extreme poverty than the rich world saw over a period of 100 years or more of economic development. However, continuing progress is far from assured. High and rising inequality has stalled progress against poverty in many countries. We are seeing generally rising relative poverty in the rich world as a whole over recent decades. And even in the developing world, there has been less progress in reaching the poorest, who risk being left behind, and a great many people in the emerging middle class remain highly vulnerable to falling back into poverty. The Economics of Poverty strives to support well-informed efforts to put in place effective policies to assure continuing success in reducing poverty in all its dimensions. The book reviews critically the past and present debates on the central policy issues of economic development everywhere. How much poverty is there? Why does poverty exist? What can be done to eliminate poverty? Martin Ravallion provides an accessible new synthesis of current knowledge on these issues. It does not assume that readers know economics already. Those new to economics get a lot of help along the way in understanding its concepts and methods. Economics lives though its relevance to real world problems, and here the problem of global poverty is both the central focus and a vehicle for learning"--

Abstract

Abstract

"After the most serious economic crash since the 1930s and the slowest recovery on record, austerity rules. Spending on the welfare state did not cause the crisis, but deep cuts in welfare budgets has become the default policy response. The welfare state is seen as a burden on wealth creation which can no longer be afforded in an ever more competitive global economy. There are calls for it to be dismantled altogether. In this incisive book, leading political economist Andrew Gamble explains why western societies still need generous inclusive welfare states for all their citizens, and are rich enough to provide them. Welfare states can survive, he argues, but only if there is the political will to reform them and to fund them"--

Abstract

This book analyzes the consequences that would arise if Germany’s means-tested unemployment benefits were replaced with an unconditional basic income. The basic income scheme introduced is based on a negative income tax and calibrated to be both financially feasible and compatible with current constitutional legislation. Using data from the German Socio-Economic Panel (GSOEP) the author examines the impact of the reform on the household labor supply as well as on both poverty and inequality measures. It is shown that by applying reasonable values for both the basic income and the implied marginal tax rate imposed on earned incomes, efficiency gains can be reconciled with generally accepted value statements. Furthermore, as the proposal includes a universal basic income for families, child poverty could be reduced considerably. The estimates are based on the discrete choice approach to labor supply.

Abstract

This is the first book to examine behavioral theories on social preference from institutional and philosophical perspectives using economic experiments. The experimental method in economics has challenged central behavioral assumptions based on rationality and selfishness, proposing empirical evidence that not only profit seeking but also social preferences matter in individuals’ decision making. By performing distribution experiments in institutional contexts, the author extends assumptions about human behavior to understand actual social economy. The book also aims to enrich behavioral theories of economics directed toward institutional evolution. The author scrutinizes how specific institutional conditions enhance or mute individuals’ selfish incentives or their fairness ideals such as egalitarian, performance-based, labor-value radicalism or libertarianism. From experimental results and their analysis, implications for actual problems in social economy and institutional change are derived: why performance-based pay often fails to promote workers’ productivity; why labor wages decline whereas shareholder’s values increase after financialization; and whether socially responsible investment can be a social institution for corporate governance. The book is also addressed to philosophers of social sciences interested in how experimental methods can contribute to developing cognition of human behaviors and be extended to social theories. Referring to behavioral theorists in the history of economic thought, the author discusses the meanings of experiments in the methodology of social sciences. She also proposes new ways of interpreting experimental results by reviving historic social theories and applying them to actual social problems.
